Homeless Shelter Initiatives

Single Adult Shelters in Leased Commercial Hotels:

Opened June 30, 2017 and under contract with the NYC Department of Homeless Services (“DHS”), AAPCI provides emergency shelter and social support services in leased commercial hotels to over 700 homeless, single adults, Citywide. it is important to note that while our clients are low-earners, many of them maintain stable, low-income employment.  

The mission of AAPCI’s Single Adult Emergency Shelters in Commercial Hotel program is to provide safe, temporary housing with the goal of moving all working, single, adult clients out of shelter and help them locate permanent and/or alternate housing within or outside the State of New York while maintaining their employment status. Our methodology is to offer on- and off-site supportive case management, employment and permanent housing services which empower our clients and reduce recidivism.

During their stay in shelter, each client is housed in a semi-furnished room which they share with another individual. The rooms are equipped with a bathroom and shower stall, two double beds with clean pillows, sheets, and blankets, a locker, and a writing desk. All clients are provided three catered meals daily. Each client has access to onsite social support services to address the concrete causes and effects of homelessness, and the importance of employment retention. Clients are educated on economic self-sufficiency, how to open and maintain bank accounts, the various options and differences between a Bank, a Credit Union, and a check cashing store, as well as how to find and maintain permanent housing.

AAPCI works collaboratively with leased-hotel management staff to maintain safe, clean, and secure facilities. All our contracted programs receive unannounced site visits/inspections from NYC DHS  and/or NYS office of temporary and disability Assistance (“OTDA”) inspectors. They visit to see, firsthand, the conditions of our facilities, to ensure that we are in full compliance with city and state regulations which govern the oversight of hotel shelters, and to ensure that residents are receiving mandated social services, as per our contractual obligations. 

The programs are staffed by Program Directors, Directors of Social Services, and Case Manager Supervisors. Counseling staff include Case Managers, Housing/Entitlement Specialists, Employment/Recreational Specialists. Support service staff include Shift Supervisors, Residential Aides and contracted Security personnel.  The programs operate 24 hours a day, 7 days a week, 365 days a year. 

Referral to the program is made directly by the NYC Department of Homeless Services (“DHS”).

  • shared semi-furnished rooms
  • three nutritious meals daily
  • individual case management services
  • individual and group counseling services
  • connection to public benefits, including housing vouchers
  • affordable housing search assistance
  • vocational & employment counseling, including job retention strategies
  • money management and financial counseling
  • Independent living skills workshops

Stand-alone Single Adult Shelter: New Beginnings Men’s Shelter

Opened September 6, 2022 and under contract with the NYC Department of Homeless Services (“DHS”), AAPCI operates the New Beginnings men’s shelter and provides emergency shelter and social support services to 160 homeless single adults in a dormitory-style shelter setting. DHS considers a single adult to be any man or woman over the age of 18 who seeks shelter independently, without being accompanied by other adults or minors. 

The mission of New Beginnings men’s shelter is to provide safe, temporary housing with the goal of moving all working, single adult clients out of shelter, and help them locate permanent and/or alternate housing within or outside the State of New York while maintaining their employment status. Our methodology is to offer on- and off-site supportive case management, employment and permanent housing services which empower our clients and reduce recidivism.

During their stay in shelter, each client is housed in a dormitory-style room which they share with other individuals. We ensure that there is no-overcrowding in each dorm room.  The facility is equipped with ample bathroom and shower stalls on each floor. Each individual is assigned a single bed with clean pillows, sheets, and blankets, and a locker. All clients are served three catered meals daily in the onsite dining room. Clients have access to the laundry facilities located on multiple floors. Each client has access to onsite social support services to address the concrete causes and effects of homelessness, and the importance of employment retention. City Sanctuary Family Shelter

Opened September 1, 2024, AAPCI operates an emergency shelter in a leased hotel building, and is contracted with the NYC Department of Homeless Services (“DHS”) to provide social support services to 110 homeless migrant families and their dependent children.

The shelter is overseen by a Program Director, Director of Social Services, and Case Manager Supervisors. Counseling staff include bi-lingual Case Managers, Board of Education Liaison, and Child Care/Recreation Specialists, whenever possible. Support staff include Shift Supervisors, Residential Aides and contracted Security personnel. The program is geared toward homeless migrant families who need assistance with acclimating to life in their newly adopted country, in overcoming barriers to permanent housing, registering their children in neighborhood schools, overcoming barriers to job retention and immigration issues. The program operates 24 hours a day, 7 days a week, 365 days a year. Security guard services is provided by contracted security personnel.  Services are tailored to finding affording housing, address barriers to gainful employment, and provide assistance accessing public benefits, whenever possible. The program operates 24 hours a day, 7 days a week, 365 days a year.
